Dear Friends and Industry Colleagues, Since yesterday was a holiday (Thanksgiving) here in the USA, many people take an additional day off (today) and make it a four-day weekend. There's not much exciting news this week. I read several reports that the implementation of LNP (local number portability) went ahead as required by the FCC in spite of efforts by telcos in the court system to stop it. I am sure we will hear more about this. It has become quite a political issue in Washington as mentioned last week. So if you celebrate Thanksgiving, I hope that you had a very good holiday yesterday. I certainly did. The Status Report and Directory of two-way pagers and telemetry modules has become a permanent part of the Paging Information Resource website. Additions and corrections to this important information would be appreciated. Manufacturers are welcome to edit the specifications and descriptions of their respective products. We have an interesting report this week from Bravo Paging in the Ukraine. Mr. Sergiy Lushkin apologizes for his English skills, but I imagine most of us wish we could use Russian as well as he does English. I found his report perfectly readable and really enjoyed hearing from him. Readers in other countries are invited to share a report on their paging operations and to send in photos as well. I have friends all over Asia, Latin America, the Middle East, and Europe. It would be good to have a report on the status of paging from each country. I have added a brief Advertiser Index at the suggestion of a reader. You can click on the advertiser's name in the index to go directly to that particular part of the newsletter, and then use the "back" button to return. A new issue of the Paging and Wireless Data Newsletter gets posted on the web each week. A notification goes out by e-mail to subscribers on most Fridays around noon Eastern US time. The notification message has a link to the actual newsletter on the Internet. That way it doesn't fill up your incoming e-mail account. There is no charge for subscription and there are no membership restrictions. FCC'S WIRELESS BUREAU ANNOUNCES REORGANIZATION November 24, 2003 Washington, D.C. — The Wireless Telecommunications Bureau (Bureau) announced today that it has realigned its organizational structure to more effectively support the FCC’s strategic goals — Broadband, Competition, Spectrum, Media, Homeland Security and Modernizing the FCC. The Bureau's portfolios have been redistributed along the lines of the strategic goals, consolidating similar functions to focus resources better. While improving the Bureau's ability to fulfill its mission, the reorganization also provides several benefits for managing a large and diverse organization. The scope and size of the Bureau's larger Divisions are reduced to improve managerial oversight, and organizational substructures, such as separate branches under the Division level, are eliminated. Eliminating branches provides each Division's management with greater flexibility to employ resources and create teams to address specific issues and projects. The overall result is a flatter, more flexible organization that the FCC believes will be more responsive to changes in wireless technology and the telecommunications business environment. The reorganization does not add or remove functions from the Bureau's portfolio. From a personnel standpoint, the reorganization has been accomplished through the redeployment of existing positions. "This reorganization provides the Wireless Bureau with a structure to address the dynamic challenges facing a 21st century regulatory agency," stated John Muleta, Chief of the Bureau. "The result is a mission-driven team that will be innovative in its approach to regulatory policies and customer service." DoD begins Iraqi mobile-license investigation Nov. 26, 2003 11:58 AM EST WASHINGTON—The Department of Defense Tuesday said it has begun to investigate allegations of wrongdoing in connection with the award of three mobile-phone licenses in Iraq last month to a group of Arab consortia that plan to deploy GSM wireless networks in the war-torn country. "It is the subject of a DoD inspector general preliminary inquiry," said Lt. Col. Kenneth McClellan, a Pentagon spokesman. Egypt's Orascom Telecom was picked to operate a cell-phone system in central Iraq; Asia-Cell in the northern part of the country; and Atheer, which is reportedly associated with Mobile Telecommunications Co. of Kuwait, in the southern region. The U.S.-led Coalition Provisional Authority headed a review of 35 applications and the selection process. The three consortia were poised to get the official go-ahead to begin rollout of mobile-phone systems any day now. It is unclear whether the probe will set back a licensing process that has been mired in controversy and delay from the start. Motorola Inc. is the primary equipment supplier to Orascom. "We have no knowledge of an investigation, preliminary or otherwise," said Norm Sandler, director of global strategic issues for Motorola. Source: RCR Wireless News Day One Porting Lower Than Expected November 26, 2003 The highly anticipated wireless local number portability deadline arrived on Monday, and while early estimates were calling for a frenzy of activity, TSI Telecommunication Services says the number fell short of 100,000. The Florida-based company, which provides various elements of wireless number portability to five of the top six U.S. wireless carriers, said it tallied 80,000 requests by consumers to switch carriers. That number falls short of the anticipated requests that it would reach into the hundreds of thousands. Ipsos-Insight, a survey-based marketing research firm, agrees the onslaught of switchers will be much less than anticipated. The company fielded a survey just days before the Nov. 24 deadline and found that while 70 percent of respondents were aware of their impending ability to switch carriers while keeping their phone number, nearly three-fourths, or 73 percent, said they had no plans to make a switch in the next year. A MESSAGE FROM A READER IN THE UKRAINE Dear Brad, I with interest read your news, but the situation in the countries of the former USSR, the CIS, paging to be in impasse. All has stopped on POCSAG VHF. FLEX - some companies, and ReFLEX, UHF, 900 MHz—is absent in general. The majority of the companies is the independent enterprises, and the amount of subscribers decreases. In each city there are merges and associations of the companies, but it for reduction of expenses. But my company continues to work still, unique of 6 working earlier in my city. I try to exchange opinions with colleagues, I support a site in Russian http://paging.od.ua, I have about 500 subscribers, only Russian-speaking. I think, you will not mind, if I shall use some your information with the link to the author. TKS & BRGDS, Sergiy Lushkin, BRAVO Ltd. PS My English bad. . . I do not know, that is indicative in my letter for other readers. . . In Ukraine there are no official suppliers of pagers two years. In Russia their amount was considerably reduced. Only the Korean pagers in the market. I wrote earlier, I have delivered to Ukraine last years 20000 pagers! For my company it much, I sell colleagues both in Russia, And in Belarus and in Ukraine. Therefore I can say about a status of paging by quantity of sales. I the optimist. There are also good examples, that paging is still alive. Sales of pagers for public services and departments, different operators across Ukraine. In our countries the basic problem is not desire of the state on behalf of officials on-line to pay services of the notification. And they our potential consumers. Example: I give out city militia pagers free-of-charge! They give out to the employees! But thus demand, that everyone would pay itself from the salary! It is impasse! Everyone has the right to choose what communication to use for the personal money! But likely not at us. I see, that in your country absolutely on another occurs, operators of the notification therefore work, are going to in association, conduct discussions at the governmental level of the problems and offers. . . At us much occurs differently, than at you. Automatic paging, through DTMF a set, is not used at all by the population. Only transfer of text messages through alive operators! I understand, that bilateral paging [two-way]—is claimed in the market of services of wireless data transfer. But cost of mobile devices, for our market is high.
