A new issue of The Wireless Messaging Newsletter gets posted on the web each week. A notification goes out by e-mail to subscribers on most Fridays around noon central US time. Palm Rises With New Smart Phone Debut

NEW YORK — Shares Palm Inc. rose Friday after the company debuted its latest smart phone, the Palm Centro, which is cheaper, lighter and thinner than the company's Treo products.

Palm shares rose 36 cents, or 2.2 percent, to $16.76 in morning trading. During the past year, the stock has traded between $13.41 and $19.50.

On Thursday, Sunnyvale, Calif.-based Palm unveiled the Centro, which the company expects to become available in mid-October. The device will cost $99.99 with a two-year service plan from Sprint Nextel Corp., which makes the Centro cheaper than other Palm smart phones and puts it in the price range of cheaper offerings from competitors like Research In Motion Ltd. and Samsung Electronics Co.

The Centro will be offered through other carriers 90 days after it becomes available through Sprint.

At 4.2 ounces and 0.7 inches thick, the Centro is lighter and slimmer than the Treo models.

In a note to clients Friday, Morgan Keegan analyst Tavis McCourt the Centro "stacks up well" when compared with other handsets.

The analyst noted that the product's features _ which include a 1.3 megapixel digital camera, microSD card slot and a QWERTY keyboard _ are usually found on more expensive handsets.

"The Centro offers a robust set of features that resonate well with consumers, and the device is certainly compelling at a $99 price point," he wrote.

McCourt holds an "Outperform" rating on Palm.

APCO and IJIS Receive Grant for Data Interoperability Program

September 25, 2007, Washington, DC - The Association of Public-Safety Communications Officials (APCO) International, in partnership with the IJIS Institute, was awarded a $450,000 grant from the Bureau of Justice Assistance (BJA) under the U.S. Department of Justice"s Edward Byrne Memorial Discretionary Grants Program. IJIS and APCO submitted the grant proposal for the development of a joint Public Safety Data Interoperability program.

"Post-September 11 Presidential directives and executive orders have established a national imperative for information sharing to improve our ability to prevent, protect, respond to, and recover from major incidents regardless of type," the APCO and IJIS grant proposal said. "The emergency response community is critical to the effectiveness of these missions... they provide a major asset to law enforcement and the coordinating organizations responsible for real-time response to emergencies."

The goal of this program is to improve the real time information sharing capabilities in the emergency response environment. Specifically, the program will define a strategy for the adoption and use of National Information Exchange Model (NIEM) as the standard for sharing critical information between emergency communications centers, within and across jurisdictions, and between the DOJ and other relevant emergency management and intelligence domains of the Department of Homeland Security (DHS) and the Office of the Director of National Intelligence (ODNI).

"IJIS and APCO joined forces as alliance partners for the purpose of ensuring that the role of first responders is not forgotten," the APCO and IJIS grant proposal said. "IJIS and APCO are proud to propose a project that will assist public safety professionals at all levels of government to explore, define, plan, and implement standards that will further data interoperability in this realm."

Virginia to Establish Tactical Communications

emergency Governor Timothy M. Kaine today announced that the Commonwealth of Virginia has received a $1 million federal Byrne Grant to upgrade tactical communications capabilities. The grant was secured by the Rapid Deployment Solutions Interoperability Project (RDSIP), a public-private partnership between the Commonwealth and Sprint.

Sprint will provide Virginia's public safety community a deployable and scalable set of voice, video and data equipment, as well as infrastructure and technical support personnel to provide temporary communications during large events or catastrophic loss of communications capabilities.

"This public-private partnership between the Commonwealth and Sprint will ensure that we can re-establish communications in the event of a large-scale event," said Governor Kaine. "These resources will be available to the Commonwealth immediately, and we are pleased to have this additional capability to serve our residents in times of emergency."

The federal government's Edward Byrne Memorial Formula Grant Program provides sub-grants to local governments and state agencies to support criminal justice improvements in areas such as drug control, drug treatment and crime prevention.

"I am pleased to join Governor Tim Kaine in announcing funding for this important project. These funds will provide Virginia with the resources they need to partner with the Justice Department in combating crime and protecting the community," Assistant Attorney General Regina B. Schofield said.

This investment, along with the Commonwealth's strategic radio caches, will increase Virginia's ability to establish communications during large scale events or disasters and can be mobilized within a few hours notice from the Virginia Emergency Operations Center. The project will include multiple exercises and will be used during drills and emergencies.

The RDSIP is coordinated by the Commonwealth Interoperability Coordinator's Office in conjunction with the Office of Commonwealth Preparedness, Secretary of Public Safety, and the Virginia Department of Emergency Management. The State Interoperability Executive Committee will work with the project to ensure that regional exercises and training support the Commonwealth Interoperability Strategic Plan.

Motorola Demonstrates World's First WiMAX 802.16e Mobile Handoffs in Downtown Chicago

Achieves milestone demonstrating live, contiguous service between WiMAX cells; shows voice, data and multimedia applications on pre-commercial Sprint Xohm(TM) network

CHICAGO, Sept. 26 /PRNewswire-FirstCall/ — WiMAX World USA — Motorola presented a mobile WiMAX experience last night that included live handoffs during an exclusive cruise along the Chicago River for media and industry analysts in town to attend WiMAX World USA. Attendees experienced uninterrupted mobile applications including web browsing, Voice over IP (VoIP) calls, video streaming and MobiTV while moving past access point sites along the route of the cruise.

In addition to the cruise, Motorola has successfully demonstrated several of these applications on streets along the Chicago River while driving at speeds beyond 50 mph and while riding Chicago's famed elevated train. These demonstrations are another step in achieving an all IP wireless mobile network that is capable of supporting VoIP, data and video.

"Motorola has reached a significant milestone in the industry by proving through these demonstrations that mobile WiMAX is real and ready for commercial deployment," said Fred Wright, Motorola senior vice president, Home & Networks Mobility. "We tackled one of the most challenging environments — a river lined with tall buildings, 30 feet below street level, and crossed by numerous steel bridges — to bring this WiMAX experience to life."

Motorola, a market-leading provider of end-to-end WiMAX solutions with 40 WiMAX trial deployments with customers around the world and contracts with 12 of them for commercial WiMAX systems, showcased its latest high mobility software on Sprint's pre-commercial Xohm network. The array of devices used during the outing included Motorola's trial WiMAX mobile handset developed for high speed video telephony and laptops enabled with Motorola's WiMAX PC cards. The network infrastructure used for this demonstration was standard Motorola WAP 25400 access points with backhaul provided by Motorola's wireless IP backhaul equipment to its Innovation Center in Schaumburg, Ill., where a Motorola IMS provided connection to the public switched telephone network.

"Motorola continues to drive market acceptance of WiMAX technology by delivering products and deploying networks that meet the diverse needs of many types of operators worldwide," said Phil Marshall, vice president of Yankee Group's Enabling Technology and Asia-Pacific Research and Consulting practices, who was also on the cruise. The Chicago market is one of six in the U.S. that Sprint has awarded to Motorola to build WiMAX network infrastructure to support its recently announced Xohm mobile Internet services.

With Xohm mobile Internet, customers will be able to experience a new form of interactive communications, high-speed Internet browsing, local and location-centric services, and multimedia services including music, video, TV and on-demand products. Sprint also plans to bring Xohm WiMAX mobile Internet customers search, interactive communications and social networking tools through a new mobile portal in a deal announced with Google.

Phone’s Impact on AT&T’s Network

AT&T’s wireless unit has changed its network focus from expanding the network to optimizing the customer experience.

Last June before the iPhone launched on AT&T’s network, the nation’s largest operator installed 20,000 additional radios in cell sites around the country, part of a fine-tuning effort to increase capacity in advance of the rollout.

Richard Burns, AT&T’s president of wireless network services, chuckles about some the blogs and stories that “uncovered” how the carrier was preparing its network for the iPhone. He says the iPhone upgrades were the kind of optimization AT&T does all of the time to make sure its products and services perform as well as possible. Of course, the network enhancements for the iPhone, which cost about $50 million and were called Fine Edge internally, were broader in scale than most.

Burns, who had been chief integration officer for broadband at BellSouth, came to AT&T’s wireless division as part of the company-creating merger that brought Cingular, AT&T and BellSouth together. His arrival on the wireless network side coincided with a change in AT&T’s network strategy – which was played out in the iPhone launch.

With 64 million subscribers and a network that covers a population of 300 million, AT&T’s wireless network has reached a level of maturity that requires a different focus. No longer, Burns says, is the carrier’s attitude “build, build, build,” but rather “operate, operate, operate.”

“Two years ago, I would have been a builder too,” Burns says. “There were areas to serve, coverage that was needed. Now it’s time to concentrate on operating the network at a high level of efficiency. I happened to be here at that time.”

OPERATIONAL EFFICIENCIES
Network enhancements like those done for the iPhone are helping AT&T’s bottom-line. Subscriber churn, at 1.2% in the last quarter, is the lowest it has ever been and Burns thinks that’s because consumers recognize the network improvements, which showed this year as J.D. Power and Associates placed AT&T Mobile ahead of Verizon Wireless in customer satisfaction (T-Mobile USA was first).

The merger also dropped several ongoing challenges into Burns’ lap – continuing the consolidation and integration of separate GSM, EDGE, TDMA/analog, and CDPD networks, plus Cingular’s UMTS/HSDPA network. That integration involved 45,000 different cell sites, of which 12,000 have been eliminated (some 6,500 new sites have been added). The CDPD networks have been shut down, while the TDMA/analog networks have been consolidated and are in the process of being shut down next February.

The 12,000 cell sites that were eliminated were the result of overlapping coverage from the networks which came together in the 2004 Cingular acquisition of AT&T Wireless. About 5,000 of those sites went to T-Mobile USA as part of the merger agreement.

Burns also is nearing the consolidation of six separate network operations centers (NOCs) spread around the country. When completed in October, AT&T Wireless will have one NOC in two physical locations (Atlanta and Redmond, Wash.) for disaster recovery purposes.

The six NOCs were a legacy from the old AT&T Wireless, Cingular and regional network days. The problem with so many NOCs, Burns says, is that it created duplication of efforts. The same network problem could occur in different regions and different NOCs would be responding in the same way. Now, he says, “you don’t have five or six people looking at the same thing.”

OPTIMIZING
Instead of concentrating on building out the network footprint now, Burns says his focus is on optimizing network performance, including RF (the radio frequency wireless signal), using technology to help the NOC keep tabs on day-to-day performance, and constantly tuning different network elements. The optimization can include such things as putting in the ability to automatically tilt radios at the cell site locations so technicians don’t have to climb a tower.

This kind of tuning can change depending on geography and time of year, say when trees leaf out in cities like Atlanta. When the trees have lost their foliage, the antennas can be tilted upward more than during the summer, changing the propagation characteristics of the signal. Engineers don’t have to worry about that in places like Phoenix because of the lack of foliage.

AT&T’s network engineers also are doing more “what-if” scenarios to plan how to optimize the network. One example is what impact on customer experience there might be if an antenna is tilted 5° one direction or another. Another example was getting ready for the iPhone launch, because the engineers tried to anticipate where the phone would be used for data access.

AT&T installed the 20,000 EDGE radios around the country (which came out of inventory so there was no additional cost) after an in-depth study of data performance at most of its cell sites. Burns says engineers studied performance data at the cell sites over a 24-hour period and decided if there was high data usage at any time during that period a new radio was needed. Engineers also theorized that iPhones would most likely be used in cell sites that already saw higher-than-average data traffic.

“It turned out we were exactly right,” he says. “We haven’t had anyone bring an iPhone back saying the network wasn't working.”

Apple opted to use AT&T’s EDGE network for the iPhone because it had the broadest coverage both in the United States and the ability to use it widely overseas. “They wanted to widest and biggest market and EDGE makes the device as useful as possible for the broadest number of customers,” Burns says.

Keeping the EDGE network performance at a high level is a continuing task. “Our ability to predict how many iPhone users will show up (in a single cell site) at one time is not perfect,” Burns says. “We know there will be hot spots from time to time. It’s reasonable to expect it will happen. The key is to recognize it fast and do something about it.”

Any time voice or data traffic, or a combination, exceeds capacity, the NOC gets an immediate indication, he says. Engineers can re-balance the radios to provide more data capacity, or vice versa. If that doesn't solve the problem, a new radio can be added in about 24 hours.

TDMA RETIREMENT
Burns also is continuing to prepare to turn off AT&T’s TDMA network in February. It has done that in 21 markets this year (called thinning) as existing TDMA customers migrate to GSM/UMTS.

“There will be additional work done when we turn those networks off but we’re constantly re-engineering them now,” he says.

There’s also the continuing build-out of the UMTS network, which Burns expects will cover 200 markets and 270 million people by the end of the year and will add more coverage in 2008.

Although the network footprint will continue to grow, Burns is watching day-to-day operating metrics closely.

“Our real chance to wow the customer is around the performance of the investments we’ve made,” he says. “We’re always going to be building new sites. We'll follow our customers. (But) optimizing the customer experience through the assets we have has more upside potential than putting in the next 100 cell sites.”

BloostonLaw Asks FCC To Modify CMA Build-Out Rule In 700 MHz Report & Order

BloostonLaw, on behalf of its rural telco clients, has filed a Petition for Partial Reconsideration and/or Clarification of the FCC’s build-out requirements in the 700 MHz Service Rules Report & Order. The “Blooston Rural Carriers” urge the FCC to modify its revised Cellular Marketing Area (CMA) build-out rule, because the Commission’s decision to impose a strict geographic build-out obligation on CMA licensees is simply unworkable. The Blooston petition is one of several filed Monday, September 24, seeking reconsideration of some aspect of the FCC’s 700 MHz service rules.

According to the BloostonLaw petition, the FCC’s geographic coverage requirement would force the licensee of a CMA (which may be a Rural Service Area, or RSA) to serve 70% of the land within the license boundaries, even if no one lives or travels there. In many RSAs, it may be possible to cover 70 to 90% of the population by putting a signal over well below 50% of the land area. The rule should be revised to provide a population coverage option, comparable to the benchmarks allowed for larger 700 MHz licenses.

The Commission should also rescind those portions of the Second Report and Order indicating that the Commission may issue monetary forfeitures, early license reclamation and outright license cancellation against those licensees that do not meet the build-out obligations. No indication is given as to the circumstances that will trigger such sanctions, or the degree of severity. These sanctions create uncertainty in assessing whether and how much to bid in the auction. Moreover, the rules already provide that licensees will lose any territory they do not serve. This reclamation mechanism allows a reasonable business decision by a licensee that there are simply some areas it cannot feasibly serve. The other sanctions ignore the realities of a rural build-out.

The Blooston petition also points out that the auction rules need to provide an interference “buffer zone” to protect the licensee’s existing operations, when unbuilt areas are reclaimed at the end of the license term; and the rules need to clarify that Tribal lands will not be considered in calculating geographic coverage, if a Tribal government is not willing to allow such coverage.

The Commission should also eliminate the “interim” reporting requirement for small businesses and rural telephone companies, since the auction rules now establish multiple construction benchmarks and consequences if they are not satisfied.

Build-out requirements: More specifically, the geographic coverage requirement seeks to force the licensee of a CMA (which may be a Rural Service Area, or RSA) to serve 70 percent of the land within the license boundaries, even if no one lives or travels there. As shown in an Engineering Study by BloostonLaw’s Eugene Maliszewskyj, in many RSAs, it is possible to cover 70 to 90 percent of the population of many RSAs by putting a signal over less than 50 percent of the land area.

The geographic coverage approach would force a rural licensee to invest in the equipment, site acquisition, site rental, and maintenance costs to serve areas that may have little or no traffic. In certain RSAs, the existence of swampland, mountains, desert and other uninhabitable terrain will make compliance with the 70 percent coverage requirement virtually impossible. In other RSAs, provision of coverage to 70 percent of the geographic area will literally necessitate the construction of transmitters and related infrastructure in areas that are not inhabited. This requirement can make a rural wireless system financially untenable. Rural carriers do not have millions of customers over which to spread the cost of their buildout. In stark contrast, the larger licenses to be sold in Auction No. 73 (likely to be won by mega-corporations) are governed by a more reasonable population-based construction benchmark.

OTHER PETITIONS

Frontline Wireless argues that the FCC’s “material relationship” rules (Part 1 Rules adopted just before last year’s AWS auction in the Council Tree “Designated Entity” or “DE” proceeding) will preclude it from qualifying for DE credits so long as it plans to operate as a wholesale service provider. Additionally, Frontline is urging the FCC to avoid “undue concentration” of wireless licenses and to deny long-form applications where a grant would result in excessive concentration. Further, Frontline wants the FCC to lower the reserve prices proposed for 22 MHz “open access” C-Block and the public/private D-Block spectrum. Finally, Frontline asked the Commission to clarify various rules that would facilitate deployment of the public/private D-Block network.

Media Access Project, the lead member of the Ad Hoc Public Interest Spectrum Coalition, argued that the FCC should have adopted a wholesale requirement for the 22 MHz “open access” C-Block. It said the Commission should reconsider its decision not to adopt a spectrum cap or similar pro-competitive limits on bidding eligibility. Media Access has urged that ILECs be kept from the auction under these “pro-competitive limits.” And it said the FCC should restrict a bidder from holding both the C- and D-Block license.

Pierce Transit is a 700 MHz public safety licensee that is in the midst of deploying a 700 MHz narrowband voice and data system for public transit riders and operators in Washington State and is aggrieved by the Commission’s plan to reallocate the public safety 700 MHz band for broadband use. It argues that the deadlines imposed by the Commission’s 700 MHz order are unreasonable, and that the Commission should remove the $10 million cap.

AT&T’s petition is limited to issues relating to negotiation requirement and the default rule applicable to the D-Block public safety/private broadband licensee.

The Rural Telecommunications Group (RTG) argues that the FCC chose not to impose geographic build-out requirements on REAG licensees. The population-based benchmarks will not encourage C-Block licensees to provide service to rural areas or to work with companies that would be willing to provide service to such areas. The Commission also should reconsider its position that it may subject licensees that fail to meet applicable construction benchmarks to additional enforcement action above and beyond the “keep-what-you-use” re-licensing rules.

The Commonwealth of Virginia seeks reconsideration of similar public safety narrowband cost-reimbursement issues as Pierce Transit. Apparently the Commonwealth is in the midst of deploying a 700 MHz statewide public safety radio system that would be thwarted by the new rules. It says the FCC has underestimated re-banding costs.

Cyren Call seeks modification/clarification of various rules relating to the D-Block and the Public Safety Broadband Licensee.

NTCH, Inc. wants the FCC to require the A Block licensee to provide service on a discounted wholesale basis to designated Eligible Telecommunications Carriers (ETCs) in each licensed EA.

MetroPCS asks the Commission to clarify circumstances in which licensees will be subject to additional monetary fines and license forfeiture. It says the FCC should refine its performance requirements by indicating that the following areas need not be included when calculating geographic coverage: (i) bodies of water; (ii) historic districts; (iii) areas completely surrounded by the licensee’s system; and (iv) zip codes with a population density of less than 5 persons per square mile. MetroPCS says the FCC should adopt a number of changes to the “keep what you use” rule to avoid forfeitures that would not serve the public interest.

Verizon Wireless, which recently asked the U.S. Court of Appeals for the District of Columbia Circuit to review the “open access” provisions of the 700 MHz order (BloostonLaw Telecom Update, September 19), now petitions the FCC to reconsider various technical rules. In particular, Verizon asks the FCC to develop a single set of technical rules that would apply to both the Upper and Lower 700 MHz bands.

Public Emergency Notification & Volunteer Alerting

The EA1 is the solution for remotely activating public warning signage.  Examples include tornado sirens, flash flood warnings, fire danger, Amber Alert, icy roads, etc.  The EA1 can also send text messages to scrolling signs.  This can occur in conjunction with the activation of audible alarms and visual strobes.  This is ideal for public notification in buildings, schools, hotels, factories, etc. The group call feature allows for any number of signs or flashing lights to be activated at the same time over a wide geographic area.  In addition, the EA1 Emergency Alert is the perfect solution for low cost yet highly effective alerting of volunteer fire fighters in their home.  When activated the EA1 will emit an audible alarm and activate the power outlet on the units faceplate.  A common setup is to simply place the EA1 on a table and plug a lamp into the faceplate.  When paged from dispatch or any touch tone phone the EA1 will awaken the fire fighter to a lit room.  As an option the EA1 can be ordered with a serial cable, allowing for attachment of a serial printer.  When paged the alphanumeric message will be printed out at the same time the alarm sounds and the outlet is activated.  The EA1 is an ideal complement to alphanumeric belt pagers common to volunteers.

Firehouse Automation

The FAS-8 is designed for activating one or more relays in a firehouse and if desired, printing the alphanumeric message to a serial printer.  For this application the FAS-8 is set to activate upon receiving the proper paging cap code sent from 911 dispatch.  Up to eight different devices can be activated all with individual time functions.  The most common devices to turn on include the PA amplifier, audible wake up alarm, and house lights.  The most common device turned off is the stove.  The FAS-8 can accept up to 8 different cap codes and have separate relay and time functions per cap code.  This allows for different alerting to be accomplished at the same physical location depending upon which cap code is sent.  This can be very helpful when fire crews and medical crews are housed in the same building.

Underground communication system a potential lifesaver

undergound pager September 22, 2007 Since the beginning of 2006, mining disasters around the world have claimed over 200 lives, a statistic that makes clear the value of this unique two-way "through-the-earth" communication system. Australian company Tiller + Tiller, in association with Mine Site Technologies, have designed the Integrated Communications Cap Lamp, a device aimed at ensuring that miners can instantly and easily be contacted with potentially life saving information about emergencies and evacuation routes in the event of accidents underground.

The most significant feature in the lithium ion powered unit is the PED, or Personal Emergency Device. The pager uses an ultra low frequency that enables messages to travel through hundreds of meters of rock strata. Upon receiving a message, the cap lamp will flash and the unit will emit a buzzing sound. Messages can be sent to individual units or to the group as a whole, and each pager can store two messages.

The ICCL is the only product of its type available commercially, and has already achieved sales of $3 million annually. Recently the product has been praised by US Senator Hilary Clinton, and is in use in locations ranging from Australia, the US, China, Africa and South America.
