This is our community. It is made up of all the Wireless Messaging Service Providers, and all the Vendors of equipment and supporting services to the Service Providers. This is a symbiotic relationship. Without the Vendors, the Service Providers could not continue to operate, and without the Service Providers, the Vendors would go out of business. I like to think of the weekly Wireless Messaging News as the glue that plays a small part in holding our community together.

— TOUGH TIMES —

Times have been tough in the Paging and Wireless Messaging industries. Attrition due to the mass adoption of cell phones, and more recently smart phones, has continued in many segments of our business — while Paging and Wireless Messaging continue to flourish in some segments — where our core competencies offer clear advantages.

— SO WHAT NOW? —

Some companies have already given up (e.g. “managing a melting ice cube”) while others continue to look for ways to diversify and to educate our potential customers about the cost benefits and the superior reliability that we offer.

— ANALOGIES —

There are many things we do in life to mitigate risk. We buy life insurance, car insurance, home insurance, and medical insurance. We install fire extinguishers in our homes, offices, and vehicles. We have circuit breakers in our homes, offices, and vehicles — to protect against fires and other damages that could be caused by electrical short circuits. We put locks on our doors, we fasten our seat belts, and on, and on. You get the picture. We are trying to protect ourselves.

— A FALSE SENSE OF SECURITY —

So why do so many people rely on cell phones for wireless communication in case of an emergency? They are trying to protect themselves, but are they protected?

— OUR TASK —

We know the answers to these questions, but our potential customers may not. So, it's up to us to get the word out and educate them with the facts, i.e. that a cell phone may not work when you need it the most.

— TO FOCUS ON OUR NICHE MARKETS —

The day when we promoted Paging as the singular-best solution for all of our wireless messaging needs is long gone. The reality of today's market is that paging is still the best solution for certain niche markets. That is where we must focus our energies. Wishing that things were like they used to be is self defeating. Our future is what we make of it. We used to wonder, “what will they think of next?” You and I are now the “they.” What are we going to do next?

— SO WHO'S THE COMPETITION? —

If you haven't figured out who your real competition is by now, shame on you! We had approximately 45 million public subscriber pagers in use in 1999 in the United States. There are less than five million in use today.

— REALITY —

Look at the global growth rate for mobile-cellular subscriptions from the ITU. [source]

— LOOK AT THESE NUMBERS —

CNET News says: “2011 ends with almost 6 billion mobile phone subscriptions. Growing 45 percent annually for the past four years, mobile cellular subscriptions have hit 5.9 billion throughout the world. The world population is 7 billion.” [source]

— SO WHAT'S THE POINT? —

The point is that if there are 7 billion people in the world and about 6 billion of them have cell phones, we had better pay attention to the NICHE MARKETS where paging is the best choice. (Please see following table showing the number of cell phones in the world by country.)

— WHAT ARE WE GOING TO DO ABOUT IT? —

I propose that we share ideas about these NICHE MARKETS where some of our Wireless Messaging Service Providers are being successful. There should be no problem sharing ideas — right here in the newsletter — since our competitors are clearly not other Paging or Wireless Messaging service providers. I have frequently mentioned the aphorism, over the years, that “a rising tide lifts all boats.” I think this expression applies directly to our promotion of the use of paging technology and wireless messaging.

Verizon Wireless Launches 400th 4G LTE Market on Oct. 18, Two Months Ahead of Schedule

21 New LTE Markets Will Bring Company Total to 417

DALLAS and SAN DIEGO, Oct. 10, 2012 — /PRNewswire/ — Verizon Wireless announced today that it will launch 4G LTE service in its 400 th market next week, surpassing its previously announced goal of providing its blazing fast, mobile broadband service in 400 markets by the end of this year.  On Oct. 18, Verizon Wireless' 4G LTE service will be available in 417 markets across the United States when it is introduced in 21 new markets – including number 400, Marquette, Mich. — and expands in 37 current markets.  The company will hold celebrations with customers in Marquette and several other new markets to mark this milestone.

With the new and expanded markets, more than 245 million people throughout the U.S. — roughly 4 out of 5 — will have access to the Verizon Wireless 4G LTE network.  At the end of the second quarter, nearly 11 million customers were on the Verizon Wireless 4G LTE network.  At the end of September, more than 35 percent of the company's data traffic was being carried on the 4G LTE network.

“This milestone and the growing success of our 4G LTE network signal that we at Verizon Wireless are keeping our commitment to our customers to provide them with the very best mobile broadband experience in the nation with the breadth and depth of our coverage as well as the quality of our service,” said Nicola Palmer, chief technical officer of Verizon Wireless, who made the announcement today on the opening day of MobileCON 2012 in San Diego.  “With 4G LTE technology so widespread and still growing, our customers can travel throughout the United States with a consistently outstanding 4G LTE experience enhanced by a growing number of LTE-enabled products and services.”

In real-world, fully loaded network environments, 4G LTE users should experience average data rates of 5 to 12 megabits per second (Mbps) on the downlink and 2 to 5 Mbps on the uplink.  When customers travel outside of 4G LTE coverage areas, devices automatically connect to the Verizon Wireless 3G network, where available, enabling customers to stay connected from coast to coast. 

Innovations and Recognitions

To date, Verizon Wireless has introduced 37 4G LTE-enabled devices, including smartphones, tablets, personal Wi-Fi hotspots and more since the network launched 22 months ago.  The company also opened Verizon Innovation Centers in Waltham, Mass., and San Francisco.  The centers serve as laboratories where more than 140 companies of all sizes are working with Verizon Wireless engineers to harness the speed and power of LTE technology for both business customers and consumers.  More than a dozen commercial products were fostered in the Verizon Innovation Centers and more are in the pipeline.  Thousands of developers are also involved in bringing their applications to market on the 4G LTE network.

4G LTE technology has changed the way Verizon Wireless customers communicate and do business.  Customers are taking advantage of 4G LTE speeds to communicate faster with family and friends, and to maximize productivity in small businesses across a variety of industries including healthcare, retail, transportation and more.  Visit the Verizon Wireless Multimedia Library to view a recent customer testimonial video.

The shift in communications has been enabled by the high speeds, outstanding performance and wide availability of the Verizon Wireless 4G LTE network.  Most recently, in a report called, “ The Need for Speed! A RootMetrics Review of Data Performance ,” independent wireless testing company RootMetrics stated, “Verizon was the most consistent carrier for delivering fast speeds and also the most consistent at avoiding the slowest speeds.”

Beyond Major Cities

Verizon Wireless has expanded its 4G LTE network beyond major cities with its LTE in Rural America program .  Seventeen rural carriers have announced their participation in the program and five have introduced the service.  Verizon Wireless customers can also take advantage of HomeFusion SM Broadband , a solution that leverages the power and speed of the Verizon Wireless 4G LTE network to deliver high-speed, in-home Internet access for residential broadband, particularly in areas where Internet options are limited or are not currently available.

The number of mobile phone subscriptions has reached 5.9 billion, an impressive figure in a world of 7 billion people.

Surveying the mobile and online landscape in 2011 for a year-end report (PDF), the International Telecommunications Union found that mobile phone subscriptions have now penetrated 87 percent of the entire world and 79 percent of all developing countries.

Among all those mobile phone users, mobile broadband subscriptions number almost 1.2 billion. Such subscriptions have jumped 45 percent each year for the past four year and now outnumber fixed broadband subscriptions by 2 to 1.

To push forward with mobile broadband, 159 nations across the world have kicked off 3G networks, though 2G coverage is still twice as high as 3G. Overall, people in developed countries typically use both mobile and fixed broadband, while those in less developed economies often have access only to mobile broadband services.

Switching over to fixed broadband, one-third of the 1.8 billion household around the world now have Internet access, up from one-fifth just five years ago. In developing nations, 25 percent of all homes have a PC and 20 percent have Internet access.

Among all the major nations, Korea still offers the fastest broadband access with almost the whole country enjoying speeds of more than 10 megabits per second. Further down the list, the U.S. is more of a mixed bag with a little more than one-third of the population seeing speeds higher than 10 Mbps and the rest stuck between 2 to 10 Mbps and 256 Kbps to 2 Mbps.

Overall, a full one-third of the 7 billion people on the planet use the Internet, and 45 percent of them are under the age of 25. Internet use has been growing in developing countries, accounting for 62 percent of the world's total last year, compared with just 44 percent in 2006. China alone represents almost 25 percent of the world's total.

Still, developing nations have a ways to go. Across the different age groups in the developing world, 30 percent of people under 25 use the Internet, compared with 23 percent of those 25 and older. But that 70 percent of the under-25 crowd not online adds up to 1.9 billion people, an open door for schools to provide access and potentially boost enrollment, says the ITU.

LR Mobile News Analysis RIM Balances Enterprise Ambitions With BYOD *

SAN DIEGO — CTIA MobileCON 2012 Research In Motion Ltd. (RIM) (Nasdaq: RIMM; Toronto: RIM) maintains that it builds the best, most robust and secure option for the enterprise, but it also knows it's far from the only one anymore.

RIM Chief Information Officer Robin Bienfait addressed CTIA attendees Wednesday morning, urging them to adapt and plan ahead for the surge in mobility in the workforce. It was an ironic message given RIM's laborious and oft-delayed process of launching BlackBerry 10. But, Bienfait assured the audience that the new operating system would be rebuilt from the ground up with the enterprise in mind. At the same time, she admitted that Android and iOS are becoming pervasive forces in the enterprise as more companies allow employees to bring their own devices. She said that RIM plans to support both iOS and Android devices with its security and BlackBerry Mobile Fusion mobile device management (MDM) platform. "By supporting our competitors in the enterprise, we're focused on being a partner to our customers," she told the audience. "Our big picture commitment to our customers exceeds our commitment to a brand."

Bienfait cited some stats, including that 80 million people worldwide and more 90 percent of Fortune 500 companies are BlackBerry customers, to show BlackBerry still has a leg to stand on. But the company is clearly treading water until BlackBerry 10 smartphones are released, which she said will happen "in a few short months."

Showing off a demo of the OS on the DevAlphaB prototype that RIM gave developers last month, RIM's Jeff Gadway highlighted BlackBerry Balance, RIM's software that lets users separate the work and personal functions on their phone. Gadway also talked up the new predictive text keyboard that he said will convince even diehard qwerty users to switch to touch screen. (See RIM Wants a Bronze for BlackBerry .)

"We built BlackBerry 10 to expand our leadership in communications, NFC, social media and collaboration in the enterprise," Bienfait added.

* Bring your own device ( BYOD ) is a business policy of employees bringing personally owned mobile devices to their place of work and using those devices to access privileged company resources such as email, file servers and databases as well as their personal applications and data.

25 percent of adult Americans own a tablet, research reveals

The number of adult Americans who own tablet computers continues to grow, hitting 25 percent in the first eight months of 2012, according to the Pew Research Center's Internet & American Life Project.

In survey results released Thursday, Pew reveals the 6 percent increase in tablet ownership over the think tank's findings in January, and a 21 percent increase over tablet ownership in September 2010.

The survey also found that more women (27 percent) than men (24 percent) own tablets.

Tablets are most popular among adults in the 30- to 49-year-old group (31 percent), followed by 50- to 64-year-olds (27 percent), 18- to 29-year-olds (25 percent) and those older than 65 (13 percent).

Tablet ownership is evenly divided among white (25 percent) and black (26 percent) Americans. Some 20 percent of Hispanic adults own tablets, according to Pew.

Nearly half of Americans who earn more than $75,000 (47 percent) own tablets; and nearly a third (32 percent) of those earning from $50,000 to $74,999 have purchased slates. Market penetration at lower income levels is less, the researchers find, with only 10 percent of adults earning $30,000 or less and 27 percent earning $30,000 to $49,999 owning tablets.

tablets As might be expected, the likelihood of an adult owning a tablet increases with their education level. Some 41 percent of adults with a college degree or more education own tablets, compared to 27 percent with some college education, 18 percent with a high school diploma and seven percent with no high school diploma.

Pew's researchers did not identify what brands of tablets its survey respondents owned.

It also did not include electronic readers in its survey, as it did in January. At that time, Pew pegged ownership of tablet computing devices at 29 percent.

Pew's survey findings are consistent with research reports that have shown tablet sales growing throughout the year. For example, Canalys Research reported in August that tablet shipments for the quarter ending June 30 with 24 million units, a 75 percent increase over the same period in 2011. By contrast, PC shipments grew only 11.7 percent for the same comparative period.

Chinese Telecom Firms Labeled Security Threats

The House Select Committee on Intelligence has issued a warning that U.S. companies should avoid doing business with Huawei Technologies Ltd. and ZTE Corp. of China because they pose national security threats. The panel's recommendations include:

(1) The U.S. should be suspicious of the continued penetration of the U.S. telecom market by Chinese telecom companies. The U.S. must block acquisitions, takeovers, or mergers involving Huawei and ZTE, given the threat to U.S. national security.

(2) Private-sector U.S. entities are strongly encouraged to consider the long-term security risks associated with doing business with either ZTE or Huawei for equipment or services. U.S. network providers and systems developers are strongly encouraged to seek other vendors for their projects.

(3) Congressional committees of jurisdiction and enforcement agencies within the Executive Branch should investigate the unfair trade practices of the Chinese telecom sector, paying particular attention to China's continued financial support for key companies.

(4) Chinese companies should quickly become more open and transparent, including listing on a western stock exchange with advanced transparency requirements, offering more consistent review by independent third-party evaluators of their financial information and cyber-security processes, complying with U.S. legal standards of information and evidentiary production, and obeying all intellectual-property laws and standards.

(5) Congressional committees of jurisdiction should consider potential legislation to better address the risk posed by telecom companies with nation-state ties or otherwise not clearly trusted to build critical infrastructure. Such legislation could include increasing information sharing among private sector entities.

Genachowski Optimistic About Freeing Up Spectrum

He Says 300 MHz Can Be Freed By 2015;
Defends Incentive Auctions; Pushes Sharing

In an October 5 speech to the University of Pennsylvania's Wharton Business School, FCC Chairman Julius Genachowski said the Commission is on track to exceed its goal of freeing up 300 megahertz of spectrum for wireless use by 2015, a key element of the National Broadband Plan. He said the FCC is focusing on four categories:

First, traditional auctions: Genachowski said the FCC is on track to auction 75 MHz of licensed Advanced Wireless Service spectrum — essential for 4G cellular service — by 2015. This includes an auction of shared rights to the 1755-1780 MHz band, which could be paired with the 2155-2180 MHz band already in inventory to extend the valuable AWS band by 50 MHz. The FCC expects the first of these auctions — of the AWS-2 H-block — will happen in 2013, and the revenue generated will serve as a down-payment on funding a nationwide Public Safety Network and reducing the deficit.

Second, removing regulatory barriers: Later this year, Genachowski said, the FCC will finish removing outdated rules and restrictions on 70 MHz of spectrum. This includes 40 MHz of mobile satellite spectrum that he expects will be "repurposed" for land-based mobile use, and 30 MHz in the long-troubled Wireless Communications Service (WCS) band that is now poised to be used for Long Term Evolution (LTE) service. "We're also working with stakeholders to enable use of the portions of the mobile satellite spectrum in the L- and BIG LEO (low-Earth orbit) bands for terrestrial service, and this would add to our megahertz total."

Third, clearing new bands for flexible broadband use: Genachowski said that recent legislation adopted one of the National Broadband Plan's recommendations, when Congress granted the FCC authority to conduct incentive auctions. Incentive auctions, he said, are an innovative market-based tool to repurpose for mobile broadband valuable spectrum in the broadcast television band — the 600 MHz band, just below the 700 MHz band now being used as part of the 4G rollout. Genachowski noted that the FCC recently launched a proceeding on incentive auctions and expects that the first one will be completed in 2014 (BloostonLaw Telecom Update, October 3).

Fourth, dynamic sharing: Genachowski noted that in 2010, the FCC created a new spectrum sharing paradigm by allowing unlicensed devices to access valuable unused spectrum in between broadcast TV channels — known as "white spaces." He said that the FCC also developed an idea to use database technology to enable sharing between commercial broadband and military radar systems. In a major report this summer, the President's Council of Advisors on Science and Technology, or PCAST, recommended doing this in the 3.5 GHz band, which is virtually unused on U.S. land itself. By year's end, Genachowski said, the FCC will launch a formal proceeding to enable use of 100 MHz of spectrum in this band. By potentially focusing the band on small-cell technologies that mobile broadband providers are increasingly embracing, this can also spur innovation and U.S. leadership in this powerfully promising area, he said. He added that "this spectrum can be online for commercial use by 2015, provided government spectrum users fully engage and, based on our direct engagement and their meaningful actions so far, I expect they will."

LAW & REGULATION

FCC SETS COMMENT DATES FOR REVIEW OF WIRELESS MOBILE SPECTRUM HOLDINGS POLICIES: The FCC has established comment dates for its Notice of Proposed Rulemaking (NPRM) that initiates a review of its wireless mobile spectrum policies (BloostonLaw Telecom Update, October 3). Comments in this WT Docket No. 12-269 proceeding are due November 23, and replies are due December 24. In the NPRM, the Commission seeks comment on whether to retain or modify the current case-by-case analysis used to evaluate mobile spectrum holdings in the context of transactions and auctions, as well as whether to adopt bright-line limits advocated by some providers and public interest groups. In addition, the Commission seeks comment on updating the spectrum bands that should be included in any evaluation of mobile spectrum holdings and whether to make distinctions between different bands. Further, the Commission seeks comment on the appropriate product and geographic markets and other implementation issues such as attribution rules, remedies, and possible transition issues.

NORTHEAST FLORIDA TELEPHONE TO RUN COMMERCIAL TEST OF xG TECHNOLOGY's EQUIPMENT: According to MIT Technology Review, Northeast Florida Telephone will use xG Technology's equipment for what is expected to be the first commercial use of cognitive radio, which senses available frequencies and switches between them on the fly. Cognitive radios are now used mainly by the military. In the $2.4 million Florida project, MIT said, the xG system will send and receive signals over the 902-928 MHz band—which is currently used by cordless phones, baby monitors, garage-door openers, and similar short-range devices. Then, using an approach called dynamic spectrum access, the technology divides that range into 18 channels, and uses real-time sensing to detect sudden interference—triggered by someone else using the channel to, say, open the garage—and switch channels within 20 milliseconds. The service should deliver data at six megabits per second, about four times faster than DSL service, according to MIT. It added that Northeast Florida Telephone will install about 130 breadbox sized transmitters on rooftops and light poles in the area, and then give each subscriber a device the size of a deck of cards. The subscriber could use that converter box at home or while mobile, MIT said. In the future, such a converter could be miniaturized and included within smartphones. Despite the drawback of having to tote around the converter for now, MIT noted, people in Baker County, Florida, "will have, for the first time, access to pretty good broadband speeds at low prices, and they'll have it for fixed and mobile, and access to mobile voice at very competitive prices," said Ben Dickens, counsel to Northeast Florida Telephone. Dickens told MIT he doesn't yet know what the monthly pricing will be.

DEADLINES

FEBRUARY 1: FCC FORM 502, NUMBER UTILIZATION AND FORECAST REPORT. Any wireless or wireline carrier ( including paging companies ) that have received number blocks—including 100, 1,000, or 10,000 number blocks—from the North American Numbering Plan Administrator (NANPA), a Pooling Administrator, or from another carrier, must file Form 502 by February 1. Carriers porting numbers for the purpose of transferring an established customer's service to another service provider must also report, but the carrier receiving numbers through porting does not. Resold services should also be treated like ported numbers, meaning the carrier transferring the resold service to another carrier is required to report those numbers but the carrier receiving such numbers should not report them. Reporting carriers are required to include their FCC Registration Number (FRN). Reporting carriers file utilization and forecast reports semiannually on or before February 1 for the preceding six-month reporting period ending December 31, and on or before August 1 for the preceding six-month reporting period ending June 30.

Apple likely to unveil iPad mini on October 23: report

(Reuters) — Apple Inc is expected to take the wraps off its highly anticipated mini iPad at an October 23 invitation-only event, reported tech blog AllThingsD on Friday, citing sources familiar with the company.

The event would come before Microsoft Corp unveils its latest operating system, Windows 8, and its new Surface tablet on October 26.

An Apple spokesman declined to comment.

Speculation has been swirling for months that Apple was planning a smaller, less expensive version of its popular iPad to take on cheaper competing devices.

Apple shares were down 0.2 percent at $626.51 in morning Nasdaq trade.
